Born at Richmond, Indiana on 28 February 1893, Reginald was a farmer by trade who enlisted into the US Navy on 8 May 1917 at Connorsville. After training at Newport, he served in foreign waters for several months before being killed on board the USS Jacob Jones when it was torpedoed by the U-53 (commanded by Kapitänleutnant Hans Rose) on 6 December 1917.  The USS Jacob Jones was returning to Ireland after escorting a convoy to Brest when sunk; she became the first US Navy destroyer ever to be lost to enemy action. Two officers and 64 men died in the sinking. Reginald's body was never recovered and he is now commemorated on the ‘Tablets of the Missing' at Suresnes American Cemetery, France.
